Hormonal 12 year old?

I know this 12 year old boy who has been flirting with my sister. He keeps wanting to get it in with her. She just goes along with it, but I can tell she doesn't want to.. How long are 12 year old guys usually hormonal? And what can she do to prolong putting herself in that situation?
